U.S. Faces Choice on New Weapons for Fast Strikes

I recall reading a story last year about how China was introducing a new weapons system. The writer commented darkly on this "aggressive" Chinese action and what the U.S. ought to do about it. Presumably this new weapons system is strictly a "defensive" weapons system and so should not be a concern to anyone.
