Do not neglect project gutenberg. It is free and covers most of what is out of copy right anywhere in the world. Jim Freund at Hour of the Wolf runs an archive of SF and Fantasy free links that is rather comprehensive. Eric Flint runs The Baen Free Library, a set of SF books as samples. I am less familiar with resources I do not use. Always good to do a google search with the word free in it.
